You can't. Some of the MS Office suites may have it installed, depending on the version that you have on your machine. Check the 'Start' free microsoft access downloadsicon in the lower left-hand corner of your PC, then double click on programs and then MS Office.
You can't. Access is proprietary software. You'd have to plunk down the money for it if you want to get it legally.
