I need a photo editor to remove red eye, blur/smudge, sharpen, ect.
With all due repsect to STONED Go who recommends GIMP let me suggest PC Magazine's this year's prize-winning photo-editing program which is much easier to use and a real joy to download (about 1 minute without any registration or joining).

So in fotoflexer you can do this and see if you like it (I never tried that feature since I'm just a guy and not too interested in women's hair. I'm more interested in her heart and mind and if she is a happy honest person.
May I suggest you try the complicated Gimp and my sinple-to-use Fotoflexer and see what pleases you best.
